I'd go for the Roots and Orr Emblems. The Cursed Lands is where I would go first for Emblems, but really most anywhere around there will have a lot of undead. Oh, Gates of Kryta mission might be good too.

Charr Carvings can be farmed in abundance in the Nolani Academy mission in NM.
If you take an ele with Shockwave, you could probably kill the horde of Charr at the beginning in one or two casts. Lather, rinse and repeat.
If you're in it for the profit, it might we worth buying Decayed Orr Emblem stacks from bots in LA for around 8k a stack.

How about doing a little of everything, for it not to be to repetative.
I personally like, the termite legs, as they can be farmed together with chuncks of drake flesh.
Orr Emblems and the feathered scalps are nice and easy to farm as well

I personally prefer Ornate Grawl Necklaces, simply run back and forth between Frontier Gate, Ruins Of Surmia killing all grawl, My runs take 4-7 minutes depending on profession(I like too mix things up) and yield around 5-11 Necklaces per run, however I find that using a 33% Speed Boost will result in less for some reason.
I'm about too start my 3rd stack here in a few minutes, quick n' easy.

I prefer Feathered Caromi Scalps. I'm using a rit with a generic spirit spamming build. Run takes around 11-12 minutes and you usually get +10 scalps per run. I think is the best item if you go for storage space. Oter items may be easier to farm but are usually 2-3 items per festive point(or drunk minute).
Also lots of runes dropping and sometimes 1-2 gold items per run(if you're interested in wisdom title).
Edit:

It is all in the title of the topic. These are or used to be(wiki says different things) items you can exchange for festival items during halloween. Party items and booze.

would you not be better off salvaging those for the feathers since they're going for about 9k a stack atm? you usually get 3 feathers per salvage

feathers are 9k a stack yeah... However during Halloween you can trade 1 for 1 party point item, party points go for 120-180g per point from which I've seen, meaning that if you traded in a stack of scalps for party items, you could sell the items for 30k-45k..

Feathered Caromi Scalps. They drop a LOT, they're easy and they're swarming North Kryta Province. Not to mention the Feathers that drop with them is also nice.

Spirit spam does it easily enough. Don't know if the other builds work (I don't think anyone uses 55 anymore and 600Smite isn't as good as it was).

Far as i recall - 55 monk cant do caromi ( hm def but not too sure on nm ) because the caromi mesmers have enchant strip ( hence 600/smite always needed spellbreaker ) - 600/smite could but like marty said its not as good as it was.
If your collecting for selling then i would go for - caromi scalps , glowing hearts , singed gargoyle skulls as these are 2:1 or 1:1 trades and worth more a stack than the 3:1 items.
Hearts and skulls can be easily farmed and dont take any real effort.
If your into 55`ing then orr emblems would be a good choice as well - too easy on 55 monk lol.
